Bishop James Alan Wilkowski. Evangelical Catholic Bishop for the Diocese of the Northwest has elevated the Reverend Mark Hebert of Bend Oregon to the rank of Canon for the Evangelical Catholic Church and has also appointed him as the official Diocesan representative for the Church in the State of Oregon.
